What Friendly Nations residence means
This immigration route is associated with nationals of countries that maintain friendly, professional, economic, or investment relations with Panama. The regulations provide for a two-year provisional permit within the subcategory for people seeking permanent residence. That period does not mean permanent residence is granted automatically; applicants should verify the applicable conditions and procedure before the provisional permit expires.
The nationality list can change. Executive Decree No. 16 of 2026 amended the rules to include the Republic of Ecuador. Before preparing an application, check that the nationality appears on the current list and that any downloaded checklist is up to date; do not rely on an old screenshot or list.

- Employment: documentation related to a job offer or employment relationship in Panama. Immigration residence and work authorization are separate matters; the ability to work depends on the labor rules that apply to the position and applicant.
- Real estate investment: the SNM sheet lists an investment of at least B/. 200,000 in real estate and contemplates financing through a local bank. Applicants should confirm who must hold title and how the value is documented.
- Fixed-term deposit: the sheet lists a deposit of at least B/. 200,000 with a generally licensed bank, free of liens, and maintained for three years.

First, confirm the nationality against the current list. Then identify which ground matches the applicant’s actual circumstances and whether the documents can prove it. The official sheet also lists personal documents such as a passport, police certificate, health certificate, and an application filed with a power of attorney. Documents issued abroad may need an apostille or legalization and an authorized Spanish translation, depending on the document and country of origin.
The application is filed with the SNM under the current requirements. If dependents are included, the family relationship and any other conditions for the category must be documented. The authority may request additional information; a general checklist does not replace review of the actual file.
Mistakes to avoid
Do not assume that every national of a listed country qualifies without meeting another condition, that residence automatically authorizes employment, or that a provisional permit is already permanent residence. It is also unwise to transfer funds or buy property before confirming that the investment structure fits the category and that the documents can establish its source and ownership.
